Well from a mechanics perspective it seems clear now after viewing it from the physicists work at testing theories, that; A mechnical device should also have the opportunity to be disproved in reality as the theories the physicists are coming up with are, and or proven to function, either way.
So if everything is conjecture anyway in a human viewpoint until disproven factually or experimented with, it would seem that quite a few people designing products that could be benefited by the application of LENR technology in their current products, and have the means and potential to manufacture products would step forward and test the market by making one of the proposed universal reactors.
After all most things developed in physics can be easily applied to generally inexpensive and available raw materials combined mechanically. And most examples produced in graphic form by the scientists creating LENR are compared as understandable scenarios of mechanical action.
